The Residential Treatment Center is a mental health
treatment program for children ages three through thirteen
with severe emotional and behavioral disorders who cannot
be treated successfully in a less structured setting.
The Residential Treatment Center combines a positive
living environment with specialized mental health treatment
and/or residential school services. Children served
include those with severe behavioral disorders, psychiatric
disorders, learning disabilities, and victims of trauma.
Each child in the Residential Treatment Center has an
individualized treatment plan designed to help the child
develop the behaviors that will enable the child to
return to a home setting. A typical length of stay is
12 months.
The Residential Treatment Center is licensed by the
Illinois Department of Children and Family Services
to serve 24 children. Children are referred to this
program and their treatment is funded through a variety
of sources including the Illinois Department of Children
and Family Services, the Illinois Department of Human
Services, and local school districts.

A combination of structure, nurture, and therapy help
young children achieve success in the Residential Treatment
Center. During a childs stay, treatment staff
focus on treating a variety of behavioral and/or emotional
problems, such as aggressive behaviors, self-harm behaviors,
destructive behaviors, attachment issues, non-compliance,
social skills and relationship building, sexually problematic
behaviors, anger control and self-esteem building.
Services provided include:
- 24 hour per day supervision and treatment
- Training in social and daily living skills
- Family and sibling visitation
- Behavior modification and cognitive problem solving
- Therapeutic recreation
- Daily living skills training
- Community skills
- Individual, group, and family therapy
- Art therapy
- Educational services through Hammitt School or public
schools
- Transition and aftercare services
- Religious values and education
- Summer camp
Licensed social workers provide oversight for each childs
treatment program, therapeutic interventions, and case
management services. Services include parent training,
assessment, and individual, group and family counseling
and psychotherapy.
Spiritual development services are also available to
the children who desire religious education. Both the
child and the childs parent or guardian must consent
for the child to participate in religious education
and worship experiences. Spiritual development services
respect the religious background of each child.

The Baby Fold has provided residential care throughout
its history. The current Residential Treatment Center
opened in May 2000. It provides a home-like environment
that is designed to facilitate close supervision. The
Residential Treatment Center is divided into four separate
living units, each of which has six bedrooms, a living
room, dining room, computer/quiet activity room, bathrooms,
and staff offices. The RTC is also equipped with therapy
rooms, family visiting rooms, a skate room, and spacious
playgrounds for the children to enjoy. The children
living in the RTC also take frequent advantage of the
many recreational, educational, and cultural opportunities
within the local Bloomington/Normal community.
The Residential Treatment Center employs an interdisciplinary
team of highly trained staff to work with the children.
Residential treatment specialists provide supervision,
care and treatment for children 24 hours a day. The
daytime ratio is 1 staff to 2 children and during sleeping
hours the ratio is 1 staff to 6 children. Other staff
include: a clinical psychologist, a developmental pediatrician
as a medical consultant, a child psychiatrist, licensed
social workers, registered nursing staff, case managers,
and certified teaching staff. Each child also has an
employee designated as a special person
who provides a parental figure and role model for the
child.
